BESS operator duties

BESS operator duties cover the placing operator, the installer, the site operator, and the owner, with responsibility for the passport, safety information, and maintenance clearly assigned.

GUIDE / STATIONARY STORAGE & BESSIDENTITY → INFORMATION → EVIDENCE

BESS operator duties cover the placing operator, the installer, the site operator, and the owner of a stationary system, with responsibility for the passport, the safety information, and the maintenance record clearly assigned at each stage. The economic operator that places the industrial battery on the market or puts it into service must ensure that the passport is accurate, complete, and up to date, and that duty remains with the placing operator even where data work is delegated. The installer must install and commission the system as designed and tested, and must hand over the safety and operating information. The site operator must operate and maintain the system as instructed, and must record maintenance and changes. A project where every party assumes another party holds the passport record will leave the record unowned.

A BESS operator, in this record, means any party with a defined role for a stationary system: placing operator, installer, site operator, owner, or maintenance provider. The scope covers the duties in Regulation (EU) 2023/1542 for the role stated.

How is the stationary category decided?

BESS operator duties applies within that frame, and the record should not borrow an EV battery rule without checking whether the article applies to industrial batteries. Articles 38 to 46 and 77 is the operative provision for the point in question. A site operator taking over a commissioned storage system from an installer should record the category decision, including the capacity calculation and the date, because the threshold decision decides whether a passport is required. A handover from installer to site operator should name the passport owner, the safety information holder, and the maintenance provider, with the handover date and the documents transferred, so responsibility does not gap at the transfer.

How is the record built in layers?

For BESS operator duties, each layer should name its source, its date, and its owner. The responsibility matrix, handover notes, and maintenance contract should be tied to the identifier, so a maintenance entry, a commissioning test, and a passport entry refer to the same system. Ownership change, site transfer, and operator change each need a record entry, and the passport or linked record should be checked at each transfer, with gaps given an owner and a review date.

How is performance measured in service?

For BESS operator duties, the record should state the capacity test method, the temperature range, the charge and discharge rates, the depth of discharge, and the end of life criterion used for a durability statement. A site operator taking over a commissioned storage system from an installer should name the standard or method used for each value and should not present a laboratory value as a site value without stating the difference. A handover from installer to site operator should name the passport owner, the safety information holder, and the maintenance provider, with the handover date and the documents transferred, so responsibility does not gap at the transfer.

How is safety information recorded?

For BESS operator duties, the record should state the safety tests applied, the battery management system functions that protect the system, the ventilation or enclosure requirements, and the instructions given to the site operator. The responsibility matrix, handover notes, and maintenance contract should include the test reports, the installation instructions, and the handover of safety information, each dated. Ownership change, site transfer, and operator change each need a record entry, and the passport or linked record should be checked at each transfer, with gaps given an owner and a review date.

How are installation and maintenance recorded?

For BESS operator duties, the commissioning record should state the installer, the date, the tests passed, the settings applied, and any deviations from the design. A site operator taking over a commissioned storage system from an installer should ensure that maintenance entries update the passport or the linked record where the Regulation requires an update, and that earlier entries are preserved. A handover from installer to site operator should name the passport owner, the safety information holder, and the maintenance provider, with the handover date and the documents transferred, so responsibility does not gap at the transfer.

How are transfer and end of life decisions recorded?

For BESS operator duties, a transfer of ownership, a change of application, a repurposing of EV modules into stationary service, or a move to recycling each needs a dated entry, a named operator, and a statement of what was transferred. The responsibility matrix, handover notes, and maintenance contract should include the state of health assessment, the safety checks applied, and the new application, where a second life use is claimed. Ownership change, site transfer, and operator change each need a record entry, and the passport or linked record should be checked at each transfer, with gaps given an owner and a review date. A site operator taking over a commissioned storage system from an installer should check the passport or linked record at transfer, record any gap found, and give the gap an owner and a review date.

How is responsibility transferred at a sale?

Transferring responsibility at a sale starts with a responsibility matrix for the system: passport owner, safety file holder, maintenance provider, and site operator, each named. The sale agreement and the handover note record the transfer of each role, the date, and the documents transferred, including the passport access, the safety file, and the maintenance log. A worked handover shows the seller, the buyer, the roles transferred, and the documents, signed by both parties. Any role with no named holder after the sale is marked as a gap, with an owner and a deadline for filling it. A sale that transfers ownership without transferring the record roles leaves the system with an owner and no record holder, and the handover should not be signed in that state.

Responsibility is assigned by a written handover, and an assumed handover that was never recorded will fail when the next incident or inspection asks who held the record.
