EV collection and recycling

EV collection and recycling covers take back of waste EV batteries, handover to permitted treatment, and the passport closure entry, with the facility and the outcome recorded.

GUIDE / BATTERY TYPES & SCOPEIDENTITY → INFORMATION → EVIDENCE

EV collection and recycling covers the take back of waste EV batteries, their handover to permitted treatment facilities, and the closure of the passport record after recycling. Producers must ensure that all waste EV batteries are collected, and treatment must take place in permitted facilities that meet the requirements in Article 70 and Annex XII, including preparation for reuse or repurposing before recycling where applicable. The record must show the collection route, the holder at each handover, the treatment facility, the treatment date, and the outcome for the individual battery. A collection record without a treatment outcome describes a battery that has been gathered but not yet treated, and the file should keep that distinction visible.

EV collection means the gathering of waste EV batteries through the producer system. EV recycling means treatment in a permitted facility that meets recycling efficiency and material recovery requirements. The scope is waste EV batteries in the Member State of collection.

How is the EV category decided?

EV collection and recycling applies to that category, and the record should state the vehicle category, the weight basis, and the reason the battery falls inside the definition. Articles 60, 70, and 71 is the operative provision for the point in question, and Annex XIII sets the passport content where a passport applies. A producer system collecting waste EV batteries from workshops and dealers should not assume that a traction battery for another vehicle type follows the same entry. A waste EV pack collected from a dealer should be logged by identifier, handed to an authorised carrier, received by a permitted facility, and closed in the passport with the treatment date and outcome, each step dated.

How are model and individual layers kept separate?

For EV collection and recycling, the record should keep the two layers separate, with a link from the individual record to the model record. Collection logs, handover notes, and facility treatment records for a model value should name the test or calculation method and the date, while evidence for an individual value should name the measurement, the date, and the source system, such as the battery management system. Batteries removed from end of life vehicles follow the treatment route in Article 70, including removal from the vehicle under the applicable vehicle and waste rules, and the record should state the removal route where relevant.

How are performance values stated?

For EV collection and recycling, a capacity value, a power value, a cycle life value, or a capacity retention value should state the test conditions, the reference temperature, the charge and discharge rates, and the end point used. A producer system collecting waste EV batteries from workshops and dealers should record which requirement applies to the EV battery in question and which requirement does not, with the article reference. A waste EV pack collected from a dealer should be logged by identifier, handed to an authorised carrier, received by a permitted facility, and closed in the passport with the treatment date and outcome, each step dated.

How is use phase information recorded?

For EV collection and recycling, state of health, cycle count, temperature history, and fault history, where recorded, should be tied to the unique identifier and dated, so a later reader can see the sequence. Collection logs, handover notes, and facility treatment records should include the data extraction date and the version of the software or method used, where that information is available. Batteries removed from end of life vehicles follow the treatment route in Article 70, including removal from the vehicle under the applicable vehicle and waste rules, and the record should state the removal route where relevant.

How are repair and second life operations distinguished?

For EV collection and recycling, the record should name the operation, the operator who carried it out, the date, the parts changed, and the tests applied after the operation. A producer system collecting waste EV batteries from workshops and dealers should check whether a new passport, a linked passport, or an updated passport is required for the operation, and should record the reasoning. A waste EV pack collected from a dealer should be logged by identifier, handed to an authorised carrier, received by a permitted facility, and closed in the passport with the treatment date and outcome, each step dated.

How is access and handover handled?

For EV collection and recycling, the passport access rules in Article 77 set different levels for the public, for persons with a legitimate interest, and for authorities and notified bodies, and the record should not promise wider access than the Regulation allows. Batteries removed from end of life vehicles follow the treatment route in Article 70, including removal from the vehicle under the applicable vehicle and waste rules, and the record should state the removal route where relevant. A producer system collecting waste EV batteries from workshops and dealers should retain the handover record with the identifier, so a later dispute can be traced to a dated transfer.

How is one waste EV battery traced to a facility outcome?

Tracing one waste EV battery starts with the collection log at the dealer, with the identifier and date. The carrier note and the facility receipt are matched by identifier, and the facility record is read for the treatment route: preparation for reuse, preparation for repurposing, or recycling. A worked trace shows the identifier, the four records, and the outcome, with dates in sequence. If the facility record shows preparation for reuse, the passport is updated, not closed. If it shows recycling, the passport is closed with the treatment date. A battery with a collection record but no facility record is shown as collected and awaiting treatment, and the open item is owned and dated.

Collection without treatment is an unfinished record, and the passport should stay open until the treatment outcome is filed.
