Recycling evidence in the passport

Recycling evidence in the passport is the dated link from the individual battery to collection, treatment, and material recovery, with the facility and the stage stated, not a facility average.

GUIDE / LIFECYCLE & SECOND LIFEIDENTITY → INFORMATION → EVIDENCE

Recycling evidence in the passport is the dated link from an individual battery to its collection, treatment, and recycling, with the facility, the stage, and the date stated for that battery. The passport does not need to carry the full facility report, but it must allow a reader to find the facility record that covers the battery. The entry should state the collection date and route, the treatment facility, the treatment date, and the outcome, such as preparation for reuse, preparation for repurposing, or recycling. A facility average efficiency figure must not be entered as the result for one battery. The record behind the passport entry holds the calculation and the facility report, and the passport entry holds the link to that record.

Recycling evidence means the records that show a specific battery was collected, treated, and recycled, or prepared for a further life, under Chapter VIII. The scope is the passport entry and the underlying facility records for the battery stated.

Recycling evidence in the passport is not a single event at the end of a battery life. Articles 71 and 77 should be read with the definitions in Article 3, because the category of the battery decides which collection and treatment duties apply. A treatment facility reporting the outcome for a batch that includes identified batteries needs to know the category before any other check, since a portable battery, an LMT battery, an EV battery, and an industrial battery follow different routes. A batch of EV batteries treated in one month should be recorded by identifier, so each passport entry can be closed with the treatment date and facility, while the facility efficiency figure is reported separately at facility level.

How are handovers recorded?

For recycling evidence in the passport, the handover record should also state the condition of the battery, the reason for transfer, and any safety information passed with it. The passport entry, facility report, and handover notes should be retained for each transfer, including consignment notes where waste law requires them. A treatment facility reporting the outcome for a batch that includes identified batteries should check that quantities at receipt match quantities at dispatch, allowing for the measurement method stated in the record.

How are targets stated and checked?

For recycling evidence in the passport, the relevant target may be a collection rate, a recycling efficiency rate, or a material recovery rate, and each target has its own calculation method, reference period, and chemistry scope. The passport ceases to exist after recycling, and the closure entry should be dated and linked to the facility record, so the end of the record is as verifiable as its start. A treatment facility reporting the outcome for a batch that includes identified batteries should record the source of each figure and the date on which the figure was checked, using a dated snapshot where a figure can change.

How are safety and classification decided?

Recycling evidence in the passport may involve a battery that is damaged, swollen, leaking, or otherwise in a condition that changes handling, and the record should state the condition found, the test or inspection applied, and the decision that followed. A batch of EV batteries treated in one month should be recorded by identifier, so each passport entry can be closed with the treatment date and facility, while the facility efficiency figure is reported separately at facility level.

What belongs in the passport entry for this stage?

For recycling evidence in the passport, the entry should show the stage reached, the operator responsible at that stage, the date of the stage, and a reference to the underlying evidence, without adding a claim about a later stage that has not happened. The passport entry, facility report, and handover notes should be linked by identifier, so the passport entry, the handover note, and the treatment record refer to the same battery. A treatment facility reporting the outcome for a batch that includes identified batteries should check that the passport entry is updated when the stage changes, and that an earlier entry is preserved in version history rather than overwritten without trace. The passport ceases to exist after recycling, and the closure entry should be dated and linked to the facility record, so the end of the record is as verifiable as its start.

What stays open, and how is it followed up?

For recycling evidence in the passport, open items may include a missing handover note, a pending test result, a facility report not yet received, or a delegated act not yet published that will set a method or a format. A treatment facility reporting the outcome for a batch that includes identified batteries should list each open item, name the owner, and give the next review date. A batch of EV batteries treated in one month should be recorded by identifier, so each passport entry can be closed with the treatment date and facility, while the facility efficiency figure is reported separately at facility level.

How is a batch closure checked identifier by identifier?

Batch closure is checked by listing every identifier in the batch, then matching each identifier to a treatment record. A worked closure sheet for a batch of twenty batteries shows twenty identifiers, twenty treatment dates, one facility, and one outcome per identifier, with any identifier lacking a treatment record marked as open. The facility efficiency figure is shown on a separate line, labelled as a facility result, not as a result for any single battery. The passport for each battery is closed only when its own line is matched. A batch sheet that shows a facility total and a passport closure for every battery, without identifier matching, has not closed any single battery on evidence.

The passport entry is a pointer to evidence, and a pointer that leads nowhere is not evidence, even when the entry itself looks complete.
