BESS passport timeline

The BESS passport timeline runs from the industrial carbon footprint declaration in 2026 through the passport duty on 18 February 2027 to later duties, each with its legal basis and status.

GUIDE / STATIONARY STORAGE & BESSIDENTITY → INFORMATION → EVIDENCE

The BESS passport timeline is a sequence of phased duties for industrial batteries, not a single deadline, and the record must keep each duty, its date, and its legal basis separate. The carbon footprint declaration for rechargeable industrial batteries over 2 kWh, other than those with exclusively external storage, applies from 18 February 2026 or 18 months after the relevant delegated and implementing acts enter into force, whichever is later. The battery passport applies from 18 February 2027 under Article 77 for industrial batteries over 2 kWh. Rechargeable industrial batteries with exclusively external storage follow a later carbon footprint timetable, and carbon footprint performance classes, recycled content, and due diligence duties follow separate dates and acts. A timeline that applies the EV dates to a stationary system will misstate the industrial timetable.

The BESS passport timeline means the dated sequence of duties that build the stationary passport record, from declaration to passport to later data duties. The scope is industrial batteries over 2 kWh for stationary storage, with each date labelled as fixed or expected.

How is the stationary category decided?

The BESS passport timeline applies within that frame, and the record should not borrow an EV battery rule without checking whether the article applies to industrial batteries. Articles 7, 8, 48, and 77 is the operative provision for the point in question. A project manager planning a storage project across declaration, passport, and later duties should record the category decision, including the capacity calculation and the date, because the threshold decision decides whether a passport is required. A project plan should show the carbon footprint declaration work, the passport build for the system, and the later recycled content work as separate workstreams, each with its own date and owner, rather than as one deadline in 2027.

How is the record built in layers?

For the BESS passport timeline, each layer should name its source, its date, and its owner. The timeline, legal basis notes, and delegated act tracker should be tied to the identifier, so a maintenance entry, a commissioning test, and a passport entry refer to the same system. The exclusively external storage category in Article 7 has its own declaration date in 2030 or 18 months after the relevant acts, whichever is later, and the timeline should state whether a system falls in that category, with the reason, as checked on 28 October 2026.

How is performance measured in service?

For the BESS passport timeline, the record should state the capacity test method, the temperature range, the charge and discharge rates, the depth of discharge, and the end of life criterion used for a durability statement. A project manager planning a storage project across declaration, passport, and later duties should name the standard or method used for each value and should not present a laboratory value as a site value without stating the difference. A project plan should show the carbon footprint declaration work, the passport build for the system, and the later recycled content work as separate workstreams, each with its own date and owner, rather than as one deadline in 2027.

How is safety information recorded?

For the BESS passport timeline, the record should state the safety tests applied, the battery management system functions that protect the system, the ventilation or enclosure requirements, and the instructions given to the site operator. The timeline, legal basis notes, and delegated act tracker should include the test reports, the installation instructions, and the handover of safety information, each dated. The exclusively external storage category in Article 7 has its own declaration date in 2030 or 18 months after the relevant acts, whichever is later, and the timeline should state whether a system falls in that category, with the reason, as checked on 28 October 2026.

How are installation and maintenance recorded?

For the BESS passport timeline, the commissioning record should state the installer, the date, the tests passed, the settings applied, and any deviations from the design. A project manager planning a storage project across declaration, passport, and later duties should ensure that maintenance entries update the passport or the linked record where the Regulation requires an update, and that earlier entries are preserved. A project plan should show the carbon footprint declaration work, the passport build for the system, and the later recycled content work as separate workstreams, each with its own date and owner, rather than as one deadline in 2027.

How are transfer and end of life decisions recorded?

For the BESS passport timeline, a transfer of ownership, a change of application, a repurposing of EV modules into stationary service, or a move to recycling each needs a dated entry, a named operator, and a statement of what was transferred. The timeline, legal basis notes, and delegated act tracker should include the state of health assessment, the safety checks applied, and the new application, where a second life use is claimed. The exclusively external storage category in Article 7 has its own declaration date in 2030 or 18 months after the relevant acts, whichever is later, and the timeline should state whether a system falls in that category, with the reason, as checked on 28 October 2026. A project manager planning a storage project across declaration, passport, and later duties should check the passport or linked record at transfer, record any gap found, and give the gap an owner and a review date.

How is a project timeline built for a 2027 system?

Building a timeline for a system to be placed in 2027 starts with the placing date, then works backwards: passport build, carbon footprint declaration, labelling, and safety file, each with an owner and a review date. A worked timeline shows the declaration work in 2026, the passport build and testing in late 2026, and the passport duty on 18 February 2027, with the later duties shown as separate workstreams with expected dates. Each entry carries its legal basis and its status, fixed or expected, with the date checked. A timeline that shows only the 2027 date, without the backward steps, is a deadline, not a plan, and the project should be judged by whether the backward steps have owners and dates.

A timeline is a planning record, and a date that is not labelled as fixed or expected will be read as a promise that the law has not yet made.
