Industrial Specialist Batteries and the Battery Passport

Industrial specialist batteries are industrial batteries first, and specialist features do not remove the category analysis.

GUIDE / SPECIALIST BATTERIESIDENTITY → INFORMATION → EVIDENCE

Industrial specialist batteries are batteries designed for industrial or professional use in specialist settings, such as a demanding operating environment, a specialist machine or a specialist installation, and the first question for such a battery is classification, not special treatment. Regulation (EU) 2023/1542 defines battery categories in Article 3, and a battery designed for industrial use falls in the industrial category, subject to the definitions and to the scope wording in Article 1. Specialist features, such as a rugged enclosure, a wide operating range or a specialist chemistry, describe the battery, but they do not create a separate category in the Regulation, and a reader should not invent one.

The scope is industrial batteries with a capacity greater than 2 kWh placed on the market or put into service from 18 February 2027, which fall within the passport duty in Article 77. Industrial batteries at or below 2 kWh fall outside that passport duty, while other Regulation duties may still apply. The position is stated as checked on 28 October 2026.

How is an industrial specialist battery classified?

Classification starts from the Article 3 definitions, asking whether the battery is designed for industrial or professional use, whether it is a portable battery, a light means of transport battery, an electric vehicle battery or a starting lighting and ignition battery, and whether any scope wording in Article 1 applies. The answers turn on design purpose and on the equipment the battery is designed for, not on the marketing label or the name of the purchaser. A battery sold as specialist that is in design terms a portable battery should be classified as portable, and a battery sold as general industrial that is designed for a specialist machine should still be classified by its design purpose. The classification should be recorded with the reasons, so that a later reader can see why the battery was placed in one category rather than another.

What passport duty applies to industrial batteries over 2 kWh?

From 18 February 2027 each industrial battery with a capacity greater than 2 kWh placed on the market or put into service must have a battery passport under Article 77, containing model information and individual information as set out in Annex XIII, including information resulting from use. The passport is reached through a data carrier on the battery, and the information is split by access tier, with public information, legitimate interest information and authority information kept apart. The duty is fixed by category, capacity and date, and a specialist setting does not change the date or the capacity threshold. A battery at or below the threshold, or placed on the market before the date, falls outside the fixed duty, and any record for such a battery is voluntary or contractual.

What specialist features affect the record content?

Specialist features affect the record content where they change the model information, the performance information or the safety information that Annex XIII requires. A specialist operating range, a specialist duty cycle or a specialist safety measure should be reflected in the performance, durability and safety entries where the Regulation requires those entries, rather than being described only in a separate specialist document that no passport reader sees. The passport does not need to contain every specialist manual, and the Regulation does not require the passport to replace equipment documentation, but the passport entries that do describe performance and safety should be consistent with the specialist documentation. Inconsistency between the passport and the specialist manual is a record problem that needs correction, not a difference of emphasis.

What does an industrial specialist classification table look like?

A classification table keeps the category, capacity and date tests apart, so that a battery is not placed in scope by one test alone. The table below uses general states to show the three tests, without deciding any particular battery.

TestQuestionScope result
CategoryIs the battery industrial by designIndustrial or another category
CapacityIs capacity greater than 2 kWhOver threshold or at or below
DatePlaced on market from 18 Feb 2027In duty period or before

How do specialist operating environments affect durability entries?

Specialist operating environments affect durability entries because performance and durability information should reflect the conditions under which the battery is expected to operate, and a durability figure measured under standard conditions may not describe performance under specialist conditions. The passport reader should therefore look for the conditions attached to durability entries, and should ask whether the entries describe the specialist duty or a general duty. Where the entries describe only a general duty, the reader should treat them as general information and seek specialist test or operating evidence for the specialist duty. The passport does not mislead when its entries are read with their conditions attached, and it misleads only when figures are lifted from their conditions.

What operator duties apply in specialist settings?

Operator duties in specialist settings follow the role of the operator, with the manufacturer, importer, distributor and later holder duties read from the Regulation for the relevant category. A specialist operator who installs, maintains or operates a battery carries duties that attach to that role, including duties to preserve the record link, to use the safety information and to record later use information where the system requires it. Specialist competence does not remove those duties, and a specialist operator should not assume that technical knowledge substitutes for record keeping. The record and the technical work are complementary, and a file that contains only one of them is incomplete.

What limits apply to industrial specialist readings?

The limits are that classification and passport duty turn on the Regulation definitions and on the facts of the particular battery. This guide gives general educational information only and is not individual legal advice. An operator with a specific battery should check the Regulation text as checked on 28 October 2026 before acting.
