EV used market and the record

The EV used market depends on a readable record showing identity, state of health, repair history, and safety information, so a buyer can compare batteries on measured facts.

GUIDE / BATTERY TYPES & SCOPEIDENTITY → INFORMATION → EVIDENCE

The EV used market depends on a record that a buyer who has never seen the battery before can read and trust. A used EV battery, module, or pack offered for sale should carry its identity, its category decision, its state of health with method and date, its repair and second life history, and its safety information, through the passport and the accompanying documents. The seller should pass the identifier, the QR code destination, and the access information the buyer is entitled to receive, and should record the transfer date and the parties. A sale record that omits state of health or repair history forces the buyer to judge the battery on appearance and price alone, which is not a basis for a safe or fair comparison.

The used market, in this record, means the sale or transfer of an EV battery, module, or pack after first use, including sale for reuse, repurposing, or further vehicle use. The scope covers the disclosure and transfer record for the individual battery stated.

How is the EV category decided?

The EV used market and the record applies to that category, and the record should state the vehicle category, the weight basis, and the reason the battery falls inside the definition. Article 77 is the operative provision for the point in question, and Annex XIII sets the passport content where a passport applies. A dealer selling a used EV pack with a passport record should not assume that a traction battery for another vehicle type follows the same entry. A used pack listing should state the identifier, the state of health percentage with method and date, the repair history, and the passport access route, so two packs can be compared on the same facts.

How are model and individual layers kept separate?

For the EV used market and the record, the record should keep the two layers separate, with a link from the individual record to the model record. The passport entry, state of health assessment, and transfer record for a model value should name the test or calculation method and the date, while evidence for an individual value should name the measurement, the date, and the source system, such as the battery management system. A used battery that has been repurposed is a new placing on the market in the circumstances the Regulation sets out, and the sale record should state whether the battery is sold as used, repaired, or repurposed, with the passport treatment that follows.

How are performance values stated?

For the EV used market and the record, a capacity value, a power value, a cycle life value, or a capacity retention value should state the test conditions, the reference temperature, the charge and discharge rates, and the end point used. A dealer selling a used EV pack with a passport record should record which requirement applies to the EV battery in question and which requirement does not, with the article reference. A used pack listing should state the identifier, the state of health percentage with method and date, the repair history, and the passport access route, so two packs can be compared on the same facts.

How is use phase information recorded?

For the EV used market and the record, state of health, cycle count, temperature history, and fault history, where recorded, should be tied to the unique identifier and dated, so a later reader can see the sequence. The passport entry, state of health assessment, and transfer record should include the data extraction date and the version of the software or method used, where that information is available. A used battery that has been repurposed is a new placing on the market in the circumstances the Regulation sets out, and the sale record should state whether the battery is sold as used, repaired, or repurposed, with the passport treatment that follows.

How are repair and second life operations distinguished?

For the EV used market and the record, the record should name the operation, the operator who carried it out, the date, the parts changed, and the tests applied after the operation. A dealer selling a used EV pack with a passport record should check whether a new passport, a linked passport, or an updated passport is required for the operation, and should record the reasoning. A used pack listing should state the identifier, the state of health percentage with method and date, the repair history, and the passport access route, so two packs can be compared on the same facts.

How is access and handover handled?

For the EV used market and the record, the passport access rules in Article 77 set different levels for the public, for persons with a legitimate interest, and for authorities and notified bodies, and the record should not promise wider access than the Regulation allows. A used battery that has been repurposed is a new placing on the market in the circumstances the Regulation sets out, and the sale record should state whether the battery is sold as used, repaired, or repurposed, with the passport treatment that follows. A dealer selling a used EV pack with a passport record should retain the handover record with the identifier, so a later dispute can be traced to a dated transfer.

How is a used pack listing checked before publication?

Checking a listing before publication means reading the listing against the passport and the assessment records. The identifier, the state of health figure with method and date, the repair history, and the safety information are each compared with the source records. A worked check for one listing shows the listing text, the source for each claim, and the result, with the checker and date. A listing that states a state of health figure without a method, or a repair history that omits a module replacement, fails the check, and the listing is corrected before publication. A corrected listing carries the same identifier, so a buyer who saw the first version can see what changed.

A used market record is a comparison tool, and a listing that cannot be compared with another listing on the same facts has not done its work.
